Dans les faits cela engagerait les moteurs de recherche, en première ligne desquels Google, à plusieurs impératifs :
  • ne pas héberger les données des utilisateurs dans les pays où le débat politique est considéré comme un crime
  • ne pas s'engager dans une censure proactive, user de méthodes légales pour combattre la censure et seulement censurer l'information quand quelque procédures légales le stipulent
  • informer les utilisateurs quand un accord de censure a été scellé avec un gouvernement
  • informer les utilisateurs sur les méthodes de conservation de données de Google
  • rendre publiques les informations spécifiant que Google a dû se plier à la censure
Les objections de l’Office of the Comptroller visent directement l’implantation du moteur en Chine. En effet, comme vous le savez sûrement, Google s’est plié à la censure très bien organisée (un sport national), pour pouvoir accéder au marché chinois et à ses 130 millions de clients (d’internautes, pardon…). Eric Schmidt (CEO de Google) l’a lui-même reconnu… (« en dépit de toutes les restrictions imposées par le gouvernement chinois, il était encore plus néfaste de ne pas essayer de satisfaire les utilisateurs »).
D’autres pays sont également visés : Biélorussie, Cuba, Egypte, Iran, Corée du Nord, Arabie Saoudite, Tunisie, Turkménistan, Ouzbékistan, et le Vietnam.

L’Office of the Comptroller a d’ailleurs très bien joué le coup, puisqu’il se trouve bizarrement que cette organisation détient 486 617 actions de Google, pour un montant total d’environ 228.2 millions de dollars. Ce conglomérat de quelques fonds de pension espère ainsi pouvoir jouer de son poids d’actionnaire important.

Réponse le 10 mai, lors de l’assemblée des actionnaires. Cependant, il y a fort à parier que rien ne sera imposé par les actionnaires à leurs dirigeants.

Mais le masque tombe complètement, la censure est avouée, assumée et veut être préservée par les dirigeants de Google… Qui croît encore à l’innocence et à la pureté de Google ?

  • not hosting user data in countries where political speech can be considered a crime
  • not engaging in proactive censorship
  • using legal means to avoid censorship and only censoring information when required by legally binding procedures
  • informing users when agreeing to a government censorship request
  • educating users about Google's data retention policies
  • and making public information about all legal censorship requests that Google complies with.


The objections of the Office of the Comptroller directly aim the engine installation of in China.
